Fixes WOOPMNT-5519

Changes proposed in this Pull Request

• Paying for an already paid order reuses the same payment intent despite no second charge.
• The issue occurred in includes/class-duplicate-payment-prevention-service.php:118. When duplicate payment prevention detected an already-paid order, it called update_order_status_from_intent().
• Implemented amount mismatch detection in check_payment_intent_attached_to_order_succeeded().

Testing instructions

1. Place an order.
2. Change the order status to pending payment and add another product.
3. Go to the customer payment page and attempt to pay for the order.
4. As a customer, you're notified that you weren't charged again.
5. As an admin, the order notes indicate that there was an attempt to double charge the order. The order stays as pending.

• Run npm run changelog to add a changelog file, choose patch to leave it empty if the change is not significant. You can add multiple changelog files in one PR by running this command a few times.
• Covered with tests (or have a good reason not to test in description ☝️)
• Tested on mobile (or does not apply)
